Appendix 3. Rules for Transportation of Liquids and Other Types of Dangerous Baggage

  1. Baggage must not include:

    • Items that pose a danger to an aircraft, persons or property on board such aircraft, listed in the Technical Instructions for the Safe Transportation of Dangerous Goods by Air of the International Civil Aviation Organization (ICAO) and in the Dangerous Goods Regulations of the International Air Transport Association (IATA), as well as in the Conditions of Transportation of the Airline, other regulations and rules (more detailed information may be provided upon request);

    • Items prohibited for transportation by the applicable legislation or laws, regulations and decrees in the countries of departure, arrival or transit;

    • Items that, in the reasonable opinion of the Airline, are unsuitable for transportation due to the fact that they are dangerous, unsafe due to their weight, dimensions, shape or origin, or are breakable or perishable, taking into account, among other things, the type of aircraft operated. Information about items unsuitable for transportation may be provided upon request.

  1. It is prohibited to carry the following dangerous substances and items on board the aircraft in Checked Baggage, Hand Baggage and Baggage in the aircraft cabin:
    1. Explosives, explosive devices and objects stuffed with the same:
      • gunpowder in any packaging and in any quantity,
      • weapon cartridges (including small-caliber),
      • gas weapon cartridges,
      • caps (pistons) for hunting,
      • pyrotechnic products: signal and lighting flares, signaling cartridges, landing bombs, smoke cartridges (bombs), demolition matches, sparklers, railway firecrackers,
      • TNT, dynamite, ammonal and other explosives,
      • blasting caps, electric detonators, electric igniters, detonating and igniter cords, etc.
      • other items containing explosives.
    2. Compressed and liquefied gases:
      • gases for domestic use (butane-propane) and other gases,
      • gas cartridges filled with nerve and tear effects gases, etc.
    3. Flammable liquids:
      • acetone,
      • gasoline,
      • samples of flammable petroleum products,
      • methanol,
      • methyl acetate (methyl ether),
      • carbon disulfide,
      • ethers,
      • ethylcellosol.
    4. Flammable solids:
      • spontaneously combustible substances,
      • substances that emit flammable gases when interacting with water: potassium, sodium, metallic calcium and their alloys, phosphorous calcium, etc.,
      • white, yellow and red phosphorus and all other substances classified as flammable solids.
    5. Oxidizing substances and organic peroxides:
      • colloidal nitrocellulose, in granules or flakes, dry or wet, containing less than 25% water or solvent,
      • colloidal nitrocellulose, in chunks, wet, containing less than 25% alcohol,
      • nitrocellulose, dry or wet, containing less than 30% solvent or 20% water, etc.
    6. Toxic substances;
    7. Radioactive materials;
    8. Caustic and corrosive substances:
      • strong inorganic acids: hydrochloric, sulfuric, nitric and others;
      • hydrofluoric acid and other strong acids and corrosive substances.
    9. Toxic and poisonous substances:
      • any toxic potent and poisonous substances in liquid or solid state, packed in any container,
      • brucine,
      • nicotine,
      • strychnine,
      • tetrahydrofurfuryl alcohol,
      • antifreeze,
      • brake fluid,
      • ethylene glycol,
      • mercury,
      • all salts of prussic acid and cyanide preparations,
      • cyclone, black cyanide, arsenic anhydride, etc.
    10. Other dangerous substances, objects and cargo that can be used as a weapon of attack on Customers, aircraft crew, as well as posing a threat to the aircraft flight safety.
    11. Weapons: pistols, revolvers, rifles, carbines and other firearms, gas, pneumatic weapons, electric shock devices, cutlasses, stilettos, assault bayonet knives, except in cases and in accordance with the procedure stipulated by the applicable laws of the Russian Federation.
  1. Customers shall be allowed to transport the following items and substances on board the aircraft in compliance with the required conditions:
    1. In Checked Baggage:
      • crossbows, spearfishing rifles, Kodak sabers, sabers, cleavers, scimitars, broadswords, swords, rapiers, bayonets, daggers, knives: hunting knives, knives with ejecting blades, with locks, imitations of any type of weapon,
      • household knives (scissors) with a blade length of over 60 mm,
      • fish, game or hunting trophies,
      • alcoholic beverages containing more than 24%, but no more than 70% alcohol by volume in containers with a capacity of no more than 5 liters, in containers intended for retail trade – no more than 5 liters per Customer,
      • liquids and alcoholic beverages with an alcohol content by volume not exceeding 24%,
      • aerosols intended for use in sports or for household purposes, the exhaust valves of which are protected by caps from spontaneous release of contents in containers with a capacity of no more than 0.5 kg or 500 ml – no more than 2 kg or 2 liters per Customer;
    2. In hand baggage and Baggage in the aircraft cabin:
        • Medical thermometer: one per Customer. Carriage of mercury medical thermometers in Hand Baggage and Baggage in the aircraft cabin and other Customer’s carry-on items is prohibited.
        • mercury tonometer in a standard case — one per Customer,
        • mercury barometer or pressure gauge packed in an airtight container and sealed with the sender’s seal,
        • Disposable lighters — one per Customer,
        • dry ice for cooling perishable products – no more than 2 kg per Customer,
        • 3% hydrogen peroxide – no more than 100 ml per Customer,
        • dry ice for cooling of perishable products—no more than 2 kg per customer,
        • liquids, gels and aerosols classified as non-hazardous: in containers with a capacity of no more than 100ml (or equivalent capacity in other units of volume), packed in a securely sealed transparent plastic bag with a volume of no more than 1 liter – one bag per Customer.

      Liquids in a container with a volume of more than 100 ml will not be accepted for transportation even if the container is only partially filled. An exception to this rule are medicines, baby food and special dietary products, which are allowed for transportation in the amount required for the duration of the flight.

      Liquids purchased at duty-free stores at the airport or on board the aircraft shall be packed in a securely sealed plastic bag that provides identification of access to the contents of the package during the flight, containing a reliable confirmation that this purchase was made at airport duty-free stores or on board the aircraft on the day (days) of the trip.

  1. Liquid Transportation
    1. The rules for the transportation of liquids provided for in this section shall apply only to Hand Baggage.
    2. Liquids allowed for transportation in Hand Baggage:
      • water and other drinks, soups, syrups, jam, honey,
      • fragrance products, including perfumes, colognes, eau de toilette,
      • creams, lotions, oils,
      • gels, including hair and shower gels,
      • thick pastes, including toothpaste,
      • aerosols,
      • contents of pressurized containers, including shaving foam,
      • other foams and deodorants,
      • liquid-solid mixtures,
      • mascara for eyelashes and eyebrows,
      • any other substances of a similar consistency.
    3. All liquids listed in Clause 4.2 of this Appendix shall:

      • be a MAXIMUM of 100 ML by the volume of each package. liquids in a container with a volume of more than 100 ml will not be accepted for transportation even if the container is only partially filled; and
      • be placed in a transparent plastic resealable bag measuring 18×20 cm, the total volume of liquids in the bag (in terms of the volume of packages) shall not exceed 1 liter.


      Each Customer may have only one plastic bag in their Hand Baggage. A Customer may receive the plastic bag at the airport of departure directly in the pre-flight screening areas.

      If the Customer needs to take the above liquids with them as Hand Baggage, it is strongly recommended to pack these liquids in an appropriate plastic bag or at least prepare the same for such packaging before arriving at the departure airport.

    4. A Customer may carry in Hand Baggage baby food, mother's milk, medicines and dietary food in the amount necessary for the duration of the flight, including in containers with a capacity of more than 100 ml. Employees of the airport’s aviation security service may request the Customer to provide proof that the same will be required in flight (for example, a medical certificate, a prescription).

    5. The liquids listed in Clause 4.2 of this Appendix, packed in accordance with the Regulations, as well as baby and dietary food, medicines shall be presented at the airport security screening sections separately from other items that make up unchecked Baggage. All other liquids that are allowed to be transported by air, but do not meet the above requirements, shall be placed in Checked Baggage in advance.

    6. Goods purchased in the duty-free zone containing liquid will be packed in bags and closed. These packages shall not be opened until the same arrive at final destination.

    7. When checking Hand Baggage at the departure airport, authorized employees may request the Customer to open the bag and perform a manual inspection of the contents thereof. Therefore, the Customer is strongly advised not to wrap hand baggage in packing tape.

  1. Transportation of Weapons, Ammunition and Special Equipment

    Transportation of weapons and ammunition shall be agreed with the Airline no later than 45 days before the date of the flight. An application for approval may be sent through the feedback form only if there is a paid Ticket Booking.

    Transportation of weapons and ammunition shall be paid at stipulated rates. Adding the service to a Booking not made on the Airline Website shall not be allowed.

  1. Devices, Objects and Substances Prohibited or Restricted in the Transport Security Zone
    1. Items and substances containing hazardous radioactive agents:
      • compounds and products with radioactive isotopes;
      • sources of alpha and neutron radiation;
      • sources of beta radiation;
      • sources of gamma and acceleration radiation;
      • reference sources of alpha radiation;
      • reference sources of beta radiation;
      • sources of gamma radiation (based on isotopes of cesium, cobalt);
      • reference X-ray sources;
      • closed radionuclide heat sources;
      • closed radionuclide heat sources based on alpha radiation radionuclides;
      • closed radionuclide heat sources based on beta radiation radionuclides.

  1. Transportation of Ashes

Transportation of ashes in the aircraft cabin shall be allowed in a securely packed sealed urn with dense walls. The urn with ashes shall be transported in accordance with the rules for carrying Hand Baggage, and in case of exceeding the stipulated dimensions – in accordance with the rules for carrying Checked Baggage or in the aircraft cabin, provided that the Customer purchases the Priority service.

When going through the pre-flight formalities, it shall be necessary to present documents confirming the origin of the contents of the urn (death certificate and a certificate from the crematorium).

  1. Medicines

The Airline does not provide storage and cooling of medicines requiring special transportation on board the aircraft.

  1. Battery Transportation Rules
    1. The possibility of air transportation of a battery depends on the battery type, configuration and specific power (Wh, watt-hour), lithium content (for lithium-ion batteries) and other parameters and shall be determined taking into account the provisions of the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods Air Doc 9284.

      For the purposes of flight safety, the Customer shall read the detailed instructions on carrying batteries on board the aircraft (Clauses 9.6, 9.7) and take these instructions into account.

    2. Electronic devices powered by batteries shall be completely turned off (not in standby or low power mode) and placed in protective packaging to prevent unintentional activation or damage.

      Suitable protection may be provided in the form of a solid suitcase and/or a shock-absorbing material, such as clothing, to prevent movement.

    3. In devices (equipment) powered by batteries and capable of generating excessive amounts of heat, the batteries and heating elements shall be insulated by removing the heating element, battery or other components.

    4. Portable electronic smoking devices powered by batteries (electronic cigarettes, pipes, vaporizers, nicotine delivery systems, etc.) may only be carried in Hand Baggage.

      If the power source of such a device is a lithium battery, then the battery shall comply with the requirements provided for in Clauses 9.6 (a), (b), (e).

      Charging of devices and/or batteries shall be prohibited on board the aircraft.

      The Customer shall take measures to prevent accidental activation of a heating element of any device on board the aircraft.

    5. Small-sized mobility aids for personal transportation powered by lithium batteries (monowheels, segways (mini-segways), hoverboards, gyroscooters, etc.) shall be transported exclusively as Checked Baggage, provided that the lithium battery is removed.

      The lithium battery removed from the mobility aid shall be allowed for transportation in Hand Baggage, provided that it meets the requirements specified in Clause 9.6.

    6. Lithium batteries (including portable electronic devices powered by lithium batteries)

      (а) Each battery shall be of a type that meets the requirements for passing each test in the UN Manual of Tests and Criteria, Part III, subsection 38.3;

      (b) The lithium content of a lithium metal battery shall not exceed 2 g.

      The specific power of the lithium-ion battery shall not exceed 100 Wh.

      (c) With the permission of the Airline, the following maybe transported:

      • a lithium metal battery for portable medical electronic devices with a lithium content exceeding 2 g but not exceeding 8 g.

      • a lithium-ion battery with a power density exceeding 100 Wh but not exceeding 160 Wh;

      (d) Devices equipped with batteries exceeding:

      • lithium content of 0.3 g – for lithium-metal batteries; or

      • specific power of 2.7 Wh – for lithium-ion batteries;

      shall be carried in Hand Baggage unless the battery(-ies) is (are) removed from such device.

      The battery removed from the device shall be transported in Hand Baggage in compliance with the requirements of item (e).

      (e) One Customer may carry no more than two spare batteries that meet the requirements of item (c).

      Spare batteries, including power banks, and batteries removed from devices, shall be transported as Hand Baggage and shall be separately protected to prevent short circuits (by placement in individual packaging, or otherwise insulating the terminals, such as by wrapping exposed terminals with tape, or placing each battery in a separate plastic bag or protective case).

      (e) When batteries are carried in Checked Baggage, the battery shall be inside the device(s).

      Spare batteries or batteries that have been removed from the device(s) shall not be permitted in Checked Baggage.

      (g) Devices (equipment) powered by a lithium-ion battery with a power density greater than 160 Wh shall not be allowed in Hand Baggage or Checked Baggage.

    7. Non-spillable wet batteries, nickel metal hydride and dry batteries

      The battery may be carried in Hand Baggage and/or Checked Baggage, subject to the following conditions.

      (а) Non-spillable battery

      shall meet the requirements of Special Provision A67 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284).

      The battery voltage shall not exceed 12 V, and the power density shall not exceed 100 Wh.

      The battery shall be protected against short circuits by effective insulation of exposed terminals.

      One Customer may carry no more than two spare batteries.

      If the battery is in the equipment, the equipment shall either be protected from inadvertent activation, or each battery shall be disconnected and its exposed terminals shall be insulated.

      (b) A dry battery shall meet the requirements of Special Provision A123, a nickel-metal hydride battery – shall meet the requirements of Special Provision A199 of the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284).

  1. Electric Wheelchair Transportation Rules
    1. Wheelchairs and similar mobility aids powered by batteries and used by Customers with disabilities (hereinafter referred to as the Wheelchair) shall be transported in accordance with the requirements of the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284), set out in Clause 10.5.

    2. Electric wheelchairs may only be checked in as Checked Baggage at the check-in desk at the airport of departure.

    3. The Customer shall provide the Airline with information in advance on the type of battery installed and on the procedure for handling the Wheelchair.

      The Customer is recommended to have documents for the Wheelchair (data sheet, manufacturer's instructions, etc.) containing information, including the characteristics of the installed battery, ensuring proper battery protection by the design of the Wheelchair, and recommended methods for transporting the battery.

      At the request of the Airline, the Customer shall confirm the type of battery, as well as its characteristics.

      In all cases when the transportation of the Wheelchair and/or battery requires disconnection, removal, isolation of the battery (terminals), packaging, etc., such actions shall be performed by the Customer independently or by a service organization upon request of the need for services.

      Customers are required to carry a set of wrenches/tools to disconnect the wheelchair battery terminals, as well as battery packaging in accordance with the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air.

  2. When carrying a battery in Checked Baggage (if a battery is allowed in the checked baggage):

    • battery terminals shall be protected from short circuits, for example, attached to the battery case;
    • the mobility aid shall be prepared for transport to prevent unintentional activation;
    • the battery shall either be adequately protected from damage by the mobility aid structure and securely attached to the mobility aid, or removed from the mobility aid in accordance with the manufacturer's instructions;
    • electrical circuits shall be isolated.
    • ethe battery removed from the mobility aid shall be packed in a strong, rigid packing kit.
  3. The following requirements shall apply depending on the type of battery:




*In case of late arrival of the Customer at the check-in desk for registration of transportation of the dismantled (removed) battery, it shall be allowed to mark the packaging kit of the dismantled (removed) battery with the Customer's stickers, provided that the same comply with the stipulated requirements.

**To confirm that the design of the Wheelchair provides adequate battery protection, the Customer shall provide the Wheelchair manufacturer's instructions or other document containing information about the method of carriage (transportation) of the Wheelchair by air.

If the Customer is unable to provide the instructions of the Wheelchair manufacturer or another document containing information on the method of carriage (transportation) of the Wheelchair by air, and/or if the instructions (other document) does not contain information that the design of the Wheelchair provides adequate protection for the battery, then the battery shall be transported in a dismantled (removed) state.
